The theory behind the digital divide is the concept that other countries are developing and becoming more ICT reliant and doing very well out of it, while the poorer countries sort of follow slowly therefore causing a divide in developed ICT nations and those who are undeveloped. Although trying very hard the smaller, poorer nations are bound to slip behind because they do not have the amount of resources and money available to them as others may have; geographical, political, philosophical, ideological, and cultural barriers exist that make it difficult or impossible for these solutions to be transferred effectively, so for the poorer countries getting the materials they need is a very hard job and can only then result on them falling behind a rapidly ICT growing world.
Although there is no claim that any nations are worse of than others at the moment, as we know we are at the start of a digital age ICT is becoming more developed, clever, and helpful every year and as these slow progressions in ICT are made the poorer countries are only going to fall further behind that of the richer countries therefore resulting in the poorer countries divided from the rich resulting in who knows what?
